VISAS

The Migration and Foreigners Services of Angola’s Ministry of Interior published a dispatch under the mechanism for granting of visas within the scope of the Orange Africa Cup of Nations – Angola 2010.

Tourist visas are granted to foreign tourists, journalists and athletes; officials of the Confederation of African Football (CAF) are granted with temporary residence visas.

In the period comprised between 10 January and 31 January of 2010, Angola will organize the Africa Cup of Nations – CAN-2010.

Organizing this event will be unique opportunity to show to Africa and to the World a country that is recovering from the consequences of war, and which projects itself into a multifaceted development, arising from a well-being of its population.

This concern is reflected on the lapidary orientation of the Highest Official of the Nation, the President José Eduardo dos Santos: “(...) To organize an exemplary CAN (...)”.

To the SME and its partners, in this case, the Diplomatic and Consular Missions of Angola, an exemplary CAN means the assumption of rules and procedures conducive to its scope, which is translated on grating entry and exit visas in the Angolan territory.

Taking into consideration this desideratum, and by the powers bestowed, I determine:

INSTRUTIVE ON THE MECHANISM FOR GRANTING OF VISAS WITHIN THE SCOPE OF THE AFRICA CUP OF NATIONS 2010

CAN-2010:

The present instructive is aimed to the officials of the Diplomatic and Consular Missions of Angola and the Migration and Foreigners Services, in charge of receiving and handling visa applications as well as its authorization and/ or granting and extension.

The present instructive is in force until the 1st of February of 2010.

The present instructive comprises the regulations for the procedures on reception, authorization and/or granting of visas to foreign citizens that travel to Angola within the scope of the CAN-2010.

Foreign citizens that travel to Angola within the scope of CAN-2010 should be framed in one of the following categories:

a) Directors: Officials of the Confederation of African Football, as well as the officials of the delegations of each foreign team;

b) Journalists: Technicians of different social communication means that travel to Angola to cover the event;

c) Managers: Managers of the several foreign teams participating in the tournament;

d) Athletes: Players of each foreign team participating in the tournament;

e) Tourists: Foreign citizens that travel to Angola to attend the football marches individually or in claques.

Each person in referred in the previous paragraph should be granted with a visa according to each category, namely:

a) Temporary Residence Visa, valid for several entries in Angola, with permanence up to one year (365 days), to officials of the Confederation of African Football, within the scope of CAN-2010;

b) Tourist Visa, valid for several entries in Angola, to the officials in charge of each foreign team participating in the tournament, foreign Journalists, Managers, Athletes, as well as organized claques.

Temporary residence and tourist visas for each participant in CAN-2010 should be applied and granted in the Diplomatic and Consular Missions of Angola.

If there is no Diplomatic Mission of Angola in the habitual residence country of the applicant, the visa may be applied and granted by the diplomatic representative of Angola closer to the country of habitual residence of the applicant.

The bodies of the Migration and Foreigners Services are not allowed to grant entry visas to participants in CAN-2010.
The temporary residence visa granted under this instructive may only be extended by SME Director, with a permit of stay s

perior to 30 days, intermediary of letter by the COCAN-2010 Chief Executive, justifying the reason of request.

Tourist visas may only be extended for a period of 15 days of stay.

For the process of temporary residence or tourist visa, the applicant is required to submit:

a) A document of the CAF, COCAN or other COCAN structure, which act as letter of recall and of validity of the travel agency, which comprises the following:

- Name;

- Filial relationship;

- Age;

- Marital status;

- Nationality;

- Occupation;

- Habitual residence;

- Passport Photo;

- Fingerprint (to be collected at the entry local of application);

- Reason for travelling.

In the border post, from the registry of each tourist entry, an element for strengthening the code of each visa granted should be created.

The Diplomatic and Consular Missions of Angola should create an element for strengthening the code of each visa granted.

The element referred in the preceding paragraph shall, with due opportunity, to be issued to the SME through the Department of Communications and Information Technology for circulation through the Borders Posts.

In the act of the entry of the visa holder, if the code does not match with the presented by the visa, it should be refused the entry of the holder under those conditions, without prejudice to other legal provisions.

In the act of entry, the Border Posts may create mechanisms to monitor the entry of each individual, provided the conditions for those mechanisms known by the remaining Border Posts.

Each tourist should be confronted with all information data provided.

If the data in the entry register is not coincident, the offender should be arrested for illegal residence, and his deportation may be subject of presentation of the individual of whom he was made over. In this case, both should be banished administratively.

Evert three days, Angola Diplomatic and Consular Mission should create a list containing the name, nationality and visa number of each individual who has received a visa within the scope of CAN-2010, which shall be addressed to the SME by the fastest way.

The Border Post should proceed equally as to the embarkation and/or disembarkation of individuals.
